Yes, but you wouldn't want to eat or smoke one, they are pretty icky by the time they get that far up there.

 

Summer Steelhead is what I'd be fishing for.

 

Depends how high you are. A lot of them stop at cedar due to the hatchery. Some go past though.

 

I’ve caught a few hatchery chinooks above cedar and. I know many natives go higher. I haven’t seen any steelhead or even heard anyone catching a native steelhead above cedar

 

Most hatchery chinook on the Sandy turn off at the Bull Run confluence but there are some natives up on the mountain this time of year. Bobber and eggs or big spinner is what ive use in the past with success.

Isn’t the sandy river above the confluence of the salmon river(downstream of rhododendron near bright wood) closed to all angling?

Yup. No salmon or steelhead fishing around there. You can catch and release fish for trout though.
