Replacing shaft seal on a mercury outboard

Do I need to remove the bearing carrier to replace the seal on the propeller shaft? I have a 2002 Mercury 9.9.
The local boat shop says it will run between $500 and $800 for him to do it.

I believe that you will have to remove the carrier. I replaced a bent prop shaft on my 2014 model last fall so I was pulling it all out anyway. I didn't have to pull the seal out of the carrier since it wasn't damaged, but I could have. I just used an exploded view as my guide. If you have a way to pull the seal (part number 17) from the carrier (slide hammer with a hook), all you need is to remove the bolt or screw and rotate the carrier with a rubber or plastic mallet and then pop it out with the mallet.
Make sure the push rod (part number 4) doesn't fall out when you are reinstalling the assembly. I used some heavy grease to hold it in place.

Thanks for responding. I tried putting a couple of self tapping screws in the seal and pulling it but broke the screws off. I'll give this a try. Will I need a special wrench to turn that carrier?

Just a note to let you know I got the seals out and replaced them. I used 2 sheetrock screws, one on opposite sides and pried with nail pullers at the same time. New seals were about $40. Hopefully got them seated properly. I ran it and have left a paper towel under it and so far no drips. Thanks for your help.
