Replacing shaft seal on a mercury outboard

Do I need to remove the bearing carrier to replace the seal on the propeller shaft? I have a 2002 Mercury 9.9.
The local boat shop says it will run between $500 and $800 for him to do it.

I believe that you will have to remove the carrier. I replaced a bent prop shaft on my 2014 model last fall so I was pulling it all out anyway. I didn't have to pull the seal out of the carrier since it wasn't damaged, but I could have. I just used an exploded view as my guide. If you have a way to pull the seal (part number 17) from the carrier (slide hammer with a hook), all you need is to remove the bolt or screw and rotate the carrier with a rubber or plastic mallet and then pop it out with the mallet.
Make sure the push rod (part number 4) doesn't fall out when you are reinstalling the assembly. I used some heavy grease to hold it in place.

Because a decent boat mechanic isn't going to just replace the prop seals. He'll put a full seal kit through the leg. New full water pump kit, full lower unit seals (driveshaft, prop shaft, shift rod etc). Everything else gets a check over for things the average Joe wouldn't notice. He's guaranteeing his work so, he's not going to do 1/4 of the job. For my lower unit seal kit, it's $160 plus about $100 for a waterpump kit (that includes a new housing not just an impeller) so that, for me, is $260 in parts. Mechanic labour costs where I live (Australia) are around the $120 per hour. Two hour job makes it a $500 job.
