Almost assuredly, that is a Lamiglas 'E-glass' rod, better known as a 'Honey', named for its distinctive color. With the advent of graphite rods they fell from favor, but, in my opinion, there is no better rod to fight a big fish with. Some people agree with me, because Lami still makes 'Classic Glass' rods. I know they had surf Honeys in their catalog as recently as 2013.
The blanks may weigh twice as much as a graphite blank, but that 'give' when a fish is on more than makes up for the weight difference. Great find.
There are some old Lami catalogs on the net. You might find that blank listed somewhere.
