The lack of a white neck ring is character of Mongolian Pheasants. These are used a lot on shooting preserves for their large size (and easy to shoot in my opinion).

This was a state wildlife site

If it is a state release site maybe it was released. Planted birds sometimes spread to other properties.

There is a preserve near me that releases those. Cool looking birds, but dumber than rocks, literally. I used to work around the preserve and they would sometimes come onto the property. I killed 2 with rocks, and I'm not a good rock thrower lol

Beautiful bird. My father-in-law gave me a mounted Golden Pheasant a few years back. He said they were around his place when he was growing up. He's not from round' here.
