This is where all related topics regarding Measure 114 will take place. If you start a thread elsewhere it will not be moved here, it will be removed. We are having to babysit and deal with too many threads on this subject, so to have it all in one place it will be more manageable. Please adhere to the AUP. We know the topic is political, but it's important to our recreational choices as hunters and fishermen. This means keep it civil and on topic.

Is there any information about specific future dates affecting implementation? (Pondering a new elk rifle, not sure if I want to dive into the fray again or not.)

Delayed. 9800 of ~23k in the queue. Showed a review estimate of 4/18 (insert annoyed face emoji).

For one, #9800 isn't delayed. "Delayed" within FICS is when they do get to you and you change from a number to "Delayed" status. Your number also tells me you likely used a CHL as a form of ID. Two things possible with your going in the "CHL line" (9800 vs 23k). Everything was keyed in to the FICS system correctly and its just your turn to have to wait. Or, your info was not input correctly and that's why you are line when normally not so. It happens and only takes one little data entry stroke of the keyboard ie, a letter or number not accurate that will cause this to happen. Were all human and mistakes happen. Hopefully this sheds some light on how it works but you not going right through isn't an official "Delayed" within the FICS system like some will get.
If you have always been instant and this time you got put in line, odds are strongly in favor that a mistake was made entering your info. The last firearm I purchased I was put in line. I asked the salesman what he entered wrong, he misspelled my last name. A phone call and I was out the door with firearm in hand.

I generally agree with why folks are concerned. I get the argument/counter argument discussions and positions. I also hold little hope that the measures currently enacted will be effective in helping in a very meaningful way with the gun violence epidemic in this country unless evaluation of gun buyers was comprehensive enough to identify those that should be no where near a gun. However, at present we are witnessing an almost daily continuation of heinous mass killings all across this nation. The carnage continues, perhaps at an even more accelerated rate than previously. It is as ugly as it gets. The carnage has become broad enough at this point that some people and their families have been touched by more than one incident.

I am however, mindful of one thing that is worth considering...........I doubt very seriously if the overall general public gives two hoots, or has much sympathy to extend, to those folks expressing dismay about how long it takes to complete a new gun purchase. A lot of folks aren't thinking in that direction at all. Not going to care about impatience. Reality. A saturation point within society somewhere along the spectrum of this problem will drive decisions, whether right or wrong.

I apologize. I have been busy with moving to a new home. Extensive project. Never again unless I get daffier than current condition. Recap: The very first statement they made was that "they were not pursuing an actual assault weapons ban at this time". I don't know what that means or whether it was parsing of words, whatever. The rest was a recap of what was in the measure. I replied to them that I thought what was proposed regarding gun configuration, capacities, and features had at best an extremely limited ability to affect casualty numbers. I told them that a shift to more mental health resources to identify problems and more effective measures to curb criminal misuse were the areas where results could be achieved, not in weapon configurations and capacities. I never heard a word back. I assume they considered me among the standard opposition.

Conclusion: If I thought I could ever find a way to keep guns out of the hands of the seriously deranged, angry misfits living in this this society (a society that I consider pretty sick at the moment) I would do it in a skinny second. We all would. With the constitutional constraints about personal rights and privacy no one way smarter than I has ever figured it out, so where does that leave me/us in figuring it out? That is why I have always advocated for meaningful participation from our 'A' team (not the current representation) to identify factors that could bring success. That might consist of the average gun owner/sportsman contributing something. Society is like that. That's why I am always railing about being a member of the 'commons'. We can retain our rugged individualist notions, but we are part of the whole and this is a hellaciously big problem.........day after stinking day. This problem is going to take a full-scale societal change where we bring gun possession and fascination with such into a different perspective and agree to participate in things that have the capacity to effect meaningful change. Nothing I have seen has put a dent in it and their legislation is not going to help appreciably. That is why I did not vote for it. I am counting on finding the best minds among us to participate in solutions. Not dopes. Adding more guns and hysteria to the mix has no chance of working unless every last one of us chooses to live in a society that is so riddled with fear that we put on a bandolier and grab an assault weapon to walk to the mailbox. I believe it is very predictable what the whining about how long it takes to wait in line to buy a gun will bring. Little sympathy.

The "delay" you saw is very brief message they do now on ones going in line but if its a true delay, it would say so where your place in line is instead of a number once they have looked at you. There's four possible statuses they will use after bg check is complete. Approved, Denied, Delayed & Canceled. I process these things almost every day of the week. Its not delayed. This is what a delay looks like

Mow the FFL lawn and take out the FFL ‘s Gabage and maybe he will do a three day release, unless he sees your pic. On the post offices wall😳👍🏻,bet it’s a entry error or glitch .

Regardless of what it says or what you call it, the fact that there are still 23K+ people waiting for approvals is a testament to how inefficient the FICS system is. Oregon should have never allowed OSP to be set up as the middleman in the BGC process.

I'm not sure that their unwillingness is due so much to the litigation, but rather that the requirements and language of BM 114 do not conform to the federal Public Law 92-544 which provides guidelines/sanctions/safeguards to the FBI as to when/why/how they can provide BGCs. Simply sending fingerprints and info to the FBI and asking "please run these" does not cut it.

I'm not disputing the system being a mess, but regardless, there's a fair amount of misinformation and lack of understanding the process and its terminology. I only try to maybe help folks accurately understand how it works.

I understand what you are saying. BGCs are essentially sitting in a stack waiting to be processed, and not until that process is started can the BGC be "officially" delayed/approved/denied. Until then, the BGC is sitting in purgatory.

Some shops are using the "3-day rule" regardless of if the BGC says delayed or is just a number in the que. I have heard it argued that the 3-day release timeline cannot be started until OSP actually starts the review, which would completely hamstring the purpose of the 3-day release. BGCs could, in that scenario, be held in permanent "que" status with the clock never starting for the 3-day period. Those shops who are using the 3-day release have taken the position that they have fulfilled their obligations by submitting for the BGC to OSP and that the burden at that point is on them, and not the shop or the customer.

Bought a rifle mid December and went in on the Concealed list at 38,000, with a delay date of 3/19/23. Got the call yesterday I finally was approved.

Checked status on my shotgun yesterday. I went from 10,003 to 8,675 in the queue in 7 days. :(

Also I asked if my CHL info was inputted correctly and if that affects where you are at in the queue. He said it was inputted correctly. If it was not correct they would get a pop up message right away stating there is a error with my name or social or whatever.

You have been misinformed. There a couple of things that can be true with what he told you about incorrect info being input and FICS flagging it. Example male vs female, sometimes an address etc but... there's a whole lot more that can be inaccurate and it will accept it and you and whoever input your info wont know as it only shows very minimal info for one to be able double check once submitted. Its a shame there is so much misinformation out there for lots of reasons.
For anyone who cares.

I did 8 background checks all at the same time in early December. 5 were Instant passes and 3 took 60 days. Entered December 9th approved February 9th. No idea why the 3 took so long. Only thing I can thing I can think one gun had no serial number, one was an SKS and the third was a 35 REM. The 5 that passed instant, pistol, AR15, two rifles and a shotgun.
