If I was involved in the recovery I would flatten the tires on the tow rig before going after the boat and thieves.( No escape before the cops show.) And pictures of the thieves in the boat.

LOL, one would want to be sure that they had the right rig before doing that.
A serial number check would be the first step....and if it's ground off, it's a stolen boat.
