Progressive scan "draws" every line as the picture is displayed. Interlaced scan "draws" every other line, then fills in the blank lines on a second pass. So progressive scan is able to display the picture twice as fast resulting in no scan lines, a sharper picture, and less flicker.
You need a digital tv to take advantage of it though. On a standard analog tv, it won't make any difference.
