From the 2003 Modifications To Regulations For The Pacific Ocean And Columbia River System.

PACIFIC OCEAN and BOUY 10 AREAS -
Each angler aboard a vessel may continue to use angling gear until the daily limit of fish for all legally licensed and juvenile anglers aboard has been achieved. However no individual angler may exceed any personal daily bag limit.

Remember, this is for ocean and bouy 10 fisheries only.

This is for Oregon. I believe it means you can now leave out all the rods until everybody has a limit. It was illegal to have you gear out after you had limited.

The change is to allow "Party fishing". You will now legally be able to keep a rod in the water for everyone licensed to fish, even if someone has tageed out, until the boat limits out. If you have caught your limit you must hand the rod off to someone who hasn't.

Washinton already has the rule this way, which is why Oregon has decided to change. Many charter boats did this anyway, but it is now officially legal.
