Open Launching sites on the Columbia near Bonneville

Since the Fishery has closed to the public is there a launch on the Oregon side that is anyway close?

On the Washington side there's one at Beacon Rock and another at Hamilton Island.
Washington has permit requirements for some of their launch facilities; does anyone know what fees/permits are required to use the above two facilities?

It's getting so complicated just to fish that it's starting to ruin the fun and relaxation of being outdoors. Correct me if I am wrong, but my understanding is you need to pay either a $30 annual or $10 daily Discover Pass if you use the Beacon Rock State Park boat launch. The Vehicle Access Pass that you get when you purchase your Washington fishing license does not work at the state park. You also have to pay the boat launch fee.

If you use the boat launch at Hamilton Island then the Vehicle Access Pass will suffice since it is being managed by US Army Corps of Engineers and they do not charge a parking or boat launch fee.

I brought up the idea of having ODFW or Oregon State Park build a boat launch below Bonneville Dam on the Oregon side considering how much they charge for fishing licenses and tags. I don't understand how Washington is able to have two nice boat launches close to Bonneville Dam and we have to pay $600 for a privately managed boat launch. If the Fishery Inc boat dock does not want my daily launch fee, then I will use it elsewhere. I don't fish often enough to pay $600 per year just to launch my boat at the Fishery Inc a couple of times a year. We really need a state-managed boat launch on the Oregon side below the Columbia River similar to Chinook Landing.

Hamilton Island is U.S. government property. No fees and no permits, and it's maintained by the COE. Exceptionally good parking and an excellent ramp, but it can be tricky during high flows. Access is via Hwy 14.

Somebody mentioned Cascade Locks and doing a lock-through. Forget about that--the Corps will only lock private boats through at specific times twice a day, unless they've changed policy, anyway. Or, if you can piggy-back through with a commercial boat that doesn't take up all the lock space.
