I've been having trouble finding caps too. I have a enough to keep me going for this season, but I'm being judicious with my use.

Try Muzzleloading and More in Keizer, I think my Dad said he had them in stock last weekend. Getting caps has been challenging to say the least this year for all black powder component retailers.

I am definitely having seating issues. I was told by muzzle-loaders.com out of La Grande that my rifle would work better with either CCI #11's or RWS 1075's, but both are pretty hard to find right now.

muzzle-loaders.com has the CCI #11s in stock.

It appears 209’s are still illegal in Oregon. Unless I am reading that wrong.
