In 2002 during a coho bite by the Astoria bridge after the whole homeland security plan was created I and others were asked to leave an area that would be considered an "exclusion" zone for a cruise ship that was coming in. The Coast Guard and the County Marine Patrol were escorting people out of the zone. So it can happen but in the past few years it seems to have become a lttle more lax. :shrug:
