Looking at adding a top to my new Willie open boat. Dreading fishing on anchor for winter sturgeon and spring Chinook.

Recommendations for top shop in Oregon, and why?

If you are just talking a bimini top, do it yourself for cheap. There are tons to choose from on Amazon. Gunnel mounting brackets are on there too. Mine was $300 for everything and has 2 seasons on it without issue.

I'd do a search on this as this topic has been covered more than a few times.
But. One common place that you'll see recommended is Jerry's Upholstery out of Boring. I drove from Central Washington to have him make mine and I didn't regret a minute of the time I spent doing it. The quality and thought that went into it is top notch.
I'm a tall dude so I needed an extra tall one built and due to the design of my boat I also needed windows in the front so I could better see over the bow. Jerry built me a top that's towable and 6'4" tall and didn't charge extra even though it would've taken extra material. He also added front windows for a towable top and only charged me the price of the laminated vinyl ($300/sheet).
I'm now in year six since it was built and it's starting to wear. But. That's the life of the product not the design nor construction of the top which is holding up better than the top gun material. I fish 100+ days a year and there's only so many days of fishing or towing miles that a top can handle. I think I'll have another 2-3+ years left in this one before it's completely worn out which is longer than I'd expect.
He was cheaper than anyone locally in central Washington and I didn't have to pay any sales tax either. By the time I drove down and back I still saved money....

X 2 for JParks. He comes from a pedigree of custom boat top makers here and his father was well known.
He did my Arima which is a different animal and I couldn't be happier. Also came in very close to what Jerry quoted even slightly less. Hope your project goes well. Go Fish!

I have a top for my Willie Predator I have used maybe 2-3 times that I would sell. I used
the bimini a few more times.

Top, side windows, front windows and back drop. Grayish color. 20' boat. It's a good one.

I wish I had a picture of it that I could find. Pretty sure it was 18 hundred.
