Was it just to commercial vessels then?
There was some additions to inspected passenger vessels, commercial fishing vessels and wording added to wear lifejackets during specific situations. The reason the recreational section was re-published is the entire regulation was moved from 33 CFR 177, Hazardous Conditions to 33 CFR 164, Regulated Navigation Areas.

There is a newly adopted regulation for establishing restricted and closed bars in Oregon and Washington. Could you perhaps let us know how this will differently affect recreational users in these areas?[/QUOT

There is no change to the restriction process and policies for recreational boats. There was one change to the area coverd by the RNA and that is on the Umpqua. The up river boundry was moved to Day Marker 8.

ok so i had a new vhf radio in stalled how do i know the (( DSC )) is active is thier a way to test?????????????????? do i need to have it regesterd ?????????
Yes you need to have it registered. If you do not have it registered and it is not connected to your gps, we will not know who we are looking for, or where they are. As far as testing the unit, I don't believe there is a testing method that doesn't send a signal out. If you do happen to "test" it out, contact your local Coast Guard unit on 22A and inform them you activated your DCS but you are not in distress.

I'm sure USCBboating will come on here and confirm, but you do not want to do that. The DSC signal will not only go to the CG, but also to other boaters in your area who have DSC capabilities. The CG does not have the resources to test everyone's system. It will create chaos as everyone who receives your signal will not know that it was a test.

What you want to do is find another boat who has a property working DCS system. Make sure that you can send and receive your GPS coordinates with them. If it works properly with your buddy boat, it will work property when you use your distress button.

Don't press the button to test it, see above for the correct method of finding out if your sytem works. For finding out how to send messages to another DSC radio using the DSC function consult your owners manual.

Does the USCG have a policy of broadcasting/relaying tsunami alerts on C 16?

I'm pretty sure they monitor the alerts since a few years ago someone (not USCG) said there was a tsunami alert and very quickly the CG announced on 16 that there was not an alert, that Alaska was having a tsunami drill.

We will do Urgent Marine Information Broadcast as will NOAA do alerts over the weather radio frequencies. It will be a "watch" which is when a earthquake has occurred and they are looking for a tsunami to develop or a "Warning" where there is a high probability that a tsunami has been generated. Updates will continue until the all clear has been given.

All my IFISH friends, I will be off line for a few months. I have been diagnosed with Squamous cell carcinoma, skin cancer, with a unknown primary. They do know it's exact located but do know that it is some where in my throat or mouth so, I start the broad brush radiation and Chemotherapy on Monday.

It looks like 8 weeks of radiation so I will probably not be able to respond to to many inquires until I have recuperated. I will do what I can as I really enjoy the ability to help all of you out with regards to understanding how we "regulators" can work with you to provide accurate information to make your boating experience more enjoyable. You will all be a big part of my recovery because I love to do nothing more than fish and being associated with a great group of people with common interests makes it even more fun and fulfilling.

Well, 4 weeks of radiation and two chemo treatments down. Three more weeks of radiation and one more chemo to go. I'll be up front and honest this has not been a fun ordeal but the alternative is unacceptable. I know there are several of you out there that have gone through something like this and you have my deepest admiration for fighting such a disease and winning. Hope to be back out on the water soon and enjoying what it seems I have taken for granted for a long time. Good luck with the springers....hope they are still around when I get released from the doctor and always remember to 'Boat responsibly"
