Default Another boat got caught stealing/poaching the resource on the coast

I heard about this a few weeks ago but decided to wait until I got the actual report from OSP....I honestly did not believe the story when I first heard it . I just cannot believe people can be so greedy and ruthless....time to contact the DA and demand justice.

This is all public information direct from OSP..... basically 5 guys were caught with 27 over their limit lings on board and 16 of these were undersize... and 6 extra bottom fish

Contacting the DA does make a difference, I was told by WDFW officer had we not done that for the halibut poaching case in Ilwaco it would have never went to court.

I really wonder how often this stuff really happens I only knew of it because I was talking to a wdfw officer about another incident . I was coming in from halibut fishing and got checked about 18 miles off shore (hats off to wdfw for being out there) and after they were done checking they told me the boat in front of me had 3 extra halibut on board..... I just do not understand it I swear...
They got 7 illegal halibut that day from the few boats they checked is the way I understood it..

I really cant stomach these sorts of things. If they don't lose their boat+car+gear etc, it's a friggin disgrace!

The admitted to doing this before and intended to dump their catch if they spotted the officers! How can you get away with that!

Mark you said that there many other boats that were no following the rules.

Makes me wonder why our world is going the way it is. We need to depend on these folks to help us with our marine resources? To help stop the acidification of our ocean, promote healthy runs of fish, clean our oceans of plastics and many more responsible things that need to happen for our oceans. I am sure these are not in their thoughts or sight of their greed and assisting in the destruction of our resource. Their punishment will never be enough to change the way they think that the world owes them.

I will also be sending a message. This has to stop, absolutely no excuse for this type of behavior. I can’t imagine the things no one knows about, if they admit to it not being the first time geez How arrogant is that? But I’m sure the fact they didn’t lie will be a positive in court. If this isn’t a complete disregard for the rules what is? Simply a very sad example of what some do!!!

What has been described here has been going on for yrs in CA. Pretty much a poaching cartel of folks w similar last names. Kind of common around W. Sac. CA game wardens have found out the hard way how dangerous these guys can be. I hope they are not getting established in OR.

Please correct me if I'm wrong but don't sentences come from a judge, not the DA? The DA presents the case to the court but the judge makes the final decision. How much influence can the DA actually have over the outcome?



I hope there is no plea bargain on the table. This needs to go to court with each charge addressed with the proper punishment attached. Plea bargains suck.

The DA gets to ask for what he thinks the sentence should be....obviously the judge has the final word but without contacting the DA it may never get to a judge....could plea deal for some fines and thats it....

And.... if it goes to trial and they are found guilty you can write the judge asking for strict punishment as well...not sure if it makes a difference but I know allot of people did it for the halibut poaching trial.

I am horrified and sickened. I fear for the resources that we all own and preserve with quotas.
I've heard of this occurring over the last many years with foreigners in all fisheries. They just don't give a hoot.

When they are convicted they become criminals. I believe there is a provision in the immigration law that they could be stripped of their US legal status and deported to wherever they came from.

These particular people don’t care and will continue to do it. I have seen it before and will keep my comments to myself in regards to some of our immigrates. Hopefully it’s a small percentage of people but for some it’s Take take take. That’s what they do. They don’t care about you either. Very dangerous folks IMO

As near as I can tell, it looks like they plead guilty and got a $1,300 fine. No fishing Ban!

I asked the OSP trooper that just means he did not arrest them on the spot...he issued a citation and cleared them of the stop......

For Vladimir Gubchak, fine was $1675. Case still marked as open, not sure why. Nothing paid as of 6/13/19.

For Anatoly Lukashov, fine was $1675. Case is closed. $1000 of fine went to ODFW??? (details are cut off)

For Vasiliy Morinyuk, fine was $1527.30. Case is closed. $1000 of fine went to ODFW??? (details cut off)

That's the status quo for this type of thing. Cite and release, then pay fine with no real repercussions. This happens in both Oregon and Washington F&W. Probably will never change.

Pathetic fines for the amount they stole from the ocean. I know of barbless fines people have got close to a $500 when they get you for multiple hooks. They didn’t take just one or two extra fish either. What Was it 40 over the limit or something. Greed

I am really bummed I wished o would have got on this sooner. I am seriously how this played out this way ... wonder if we could get the media to do a story on this if it would bring answers ? I sure hate to just leave it at ... “ just the way it works it’s all about money” and move on....

Every one of these guys qualified for a court appointed attorney. I'd like to know what kind of boat they were in and what it cost.

If they can't afford their own attorney, what are the odds these fines will be paid. In the mean time, they are still allowed to fish. I'll try to follow up in a couple months to see how much of the fines are actually paid.

Sooooo. A local Doryman in Tillamook County gets a similar violation and looses his/her fishing privileges for three years, a $$ fine, and time in jail, but in Clatsop County, it's simply a $$ fine?! The fisher-persons actions stink, but this 'really' stinks.

I thought this exact same thing. After sleeping on it to cool my jets, my jets have not cooled and I think this is total, absolute crap.
