How close is the fit if you pull that broken piece out of the ferrule? The broken part needs to be inspected on the inside, they often split inside which means you can make a wall hanger out of it. You can straighten out a paper clip and sharpen the end and make a little 90 degree bend see if it catches on the inside.
If it isn't cracked inside, they diameter can be built up with drywall tape and epoxy paste. If your get it too big chuck it up and sand it down till it fits. Wax it up done. If it is too big you'll need to use the old part in the ferrule and make a shim from a solid glass rod on the inside. It would have to be tappered. Since you can't get 3" in each direction best you'll do is make a wall hanger.
I don't have time for something like that now, I have a number of repairs and some builds I can't get to because I injured my arm and it is uncomfortable to pinch my fingers to hold a thread.
