Sorry, but the above reply is wrong.

Per a Bill Monroe post recently on the same subject:

From P100 of Washington regs:

"When angling from a boat in the concurrent waters of the Columbia River or the Pacific Ocean within 3 miles of shore between Cape Falcon, Oregon, and Leadbetter Point, Washington, either a
Washington or an Oregon fishing license is valid."

I thought it just mattered which state you launched from? That’s been my assumption at least. Isn’t the ocean “federal lands” not state? Assuming isn’t always the best option, but I guess I haven’t actually thought about that question very much.

You can land in any of the CR ports with an Oregon or Washington license.

Here is a link to the current WDFW regulation pamphlet: https://wdfw.wa.gov/sites/default/fi.../wdfw02077.pdf.

The pertinent information can be found on page 100. I believe that while you can fish in specified WA waters under an OR license (reciprocity) you must adhere to WA regs while doing so - that requirement is clearly spelled out for fishing concurrent waters of the CR.

You have to “launch and land” in Oregon. Gives you access to the Columbia River and the ocean. But, you do not have access to tributaries of the CR on the Washington side.

You can run out of Ilwaco on an Oregon license and land back there.

I was going to ask a question that this exactly answers. I live in OR, but will be going out of Ilwaco in August. No additional license required?

My information comes from discussions with two WSFW officers and page 100 of the Washington State fishing regulations. Washington and Oregon have a mutual reciprocity agreement for the Columbia River fishery. Meaning either states fishing license is accepted and that includes the Ocean outside of the Columbia from Cape Falcon to the South to Leadbetter Point to the north out 3 miles. However an Oregon License holder landing in a Washington port must follow Washington regulations. This really plays into the picture in the winter when Washington bottom fishing is closed yet Oregon is open. Landing in Ilwaco during the closed period with bottom fish even if you have an Oregon license will net you a citation.
