$250,000 Duck?!?!?!?!?

A couple months ago, I read (or thought I read) in a magazine that some organization randomly selected one band number from each of the 4 fly-ways. If a hunter harvested a bird with one of these bands and registered it with the BBL, he/she will be warded $250,000!!! Has anyone seen this or know anything about it. I can't seem to find the magazine article again.

Maybe it was just something I thunk up while I was bored in the blind one day.
