Default locked pull cord??

ok I have been haveing a problem with my motor that is on another thread but now I have managed to get it into neutral! the only problem is the cord is still tighter then tight is there a way I can acces it to get it losened manualy? I have a force by mercury it is 98??

I would think it is posible but the motor still will not shift well? It will not shift at all now I am just wondering if the cord is causeing any trouble?

It might be that the lockout that prevents it from starting in gear may be engaged and is holding pressure on the shift mechanism. There should be a lever that drops down into the recoil housing from the top. With the handle in neutral try carefully prying up on the lever till it disengages.
