It's highly possible the stats are off. Just like they can be off for other game mammals.

That is possible, but with mandatory check in that shouldn't be the case. That is a puzzler, being that most cats are taken through incidental take during the biggame seasons and I think snow during that time period is not critical.

I think the advantage of snow is the tracks give you confidence that a cat is in the area. I have heard that guys are having decent success predator calling into areas that have fresh tracks. Without the fresh tracks you could waste a lot of time calling into empty country.
Thats my thought anyway.
