Default Halibut fishing regs. - OR vs. WA

What is the big difference between OR and WA regulations that enables OR folks to fish halibut essentially all summer while WA takes its quota by the middle of June?
The PFMC meetings allot quotas but do not tell states how to manage days to fish, etc.. at least on the surface OR is doing more right than wrong, at least from a sportfishing perspective.

Everybody I know had high hopes things would be changing for the better when we heard proposals for change in Halibut regs. were on the table. Major disappointment for small boaters.
I'd love to get more involved with public input meetings, but, I can't recall one time public turnout has impacted a fisheries decision in WA. Witness the major turnout by PS crabbers during a meeting held earlier this year. End result? No progress. Crabbing opportunties continue to decrease and take is worse and worse for recreational interests. What is a sportfisherman to do?
