There's a Woody Island on the lower Columbia in Lewis and Clark National Wildlife Refuge.
It is partially wooded, hence the name.
There's likely a few wood ducks around, but like the rest of that area, you're going to find far more mallards, teal, etc. out there. I saw a few wood ducks near there this summer, but have never seen one during duck season.
If I was looking to hunt wood ducks, I'd focus on the lower Willamette and Tualatin River areas. They like to eat acorns, so sloughs and backwaters running through oak forest would be likely places to find them.
