Youth Licenses

I know I'm asking for trouble here, but I'm curious nonetheless. Can anyone explain to me why there are juvenile fishing licenses and juvenile small game hunting licenses, but no youth combination licenses or sportpaks? It would seem to me that if the ODFW really wanted to promote youth participation in outdoor sports, as they claim to, that they would make the licenses and fees a little more practical and pallatable.

Also, why is it that every time I go to a *** to purchase licesnes and tags for my kids I have to tell the cashier how to do it? And I've never even operated a *** before. It doesn't seem to matter where I go either - Bi-Mart, Fred Meyer, Fisherman's, etc. Usually the same thing.
