The western pheasant release program at Shillapoo is essentially the same as Skagit from what I understand. You can download a PDF of the program, release sites and dates off WDFW's website. As I recall it opens to the general public in early October.

Welcome to the area. You can also get in on the OR fee pheasant hunt at Sauvie which is open and runs through Oct 5. Non resident license and tags are about $75 (license and bird validation) and the fee pheasant tag is $11.50 and good for two birds/per tag or day.
