I haven't fished it for silvers for probably 10 years but I can tell you what I remember. It does open October 1, closed during September to prevent a snag fest on Tule Chinook. October 1 is a snag fest, but depending on the year, there can also be good numbers of silvers mixed in with the Tules. Typically even in low water when it hasn't rained all September there will be a few stacked up in the hatchery hole.
When the Creek comes up you can of course expect them to push up. I never had the lock jaw problems there that you can experience on the Sandy or Clack, maybe because they are straight out of the CR. We haven't had enough rain for long enough to move all the fish up. You can expect the silver fishing to remain good though the first couple weeks of October.
The best silver fishing I ever experienced on Big Creek occured down in tidewater. It has changed down there and I don't know how it is now but if you go just down below the marked private property there are some pull outs and you can cross the stream at low to mid tide. In low water conditions the fish will stack up down there and the fishing can be good at times. I imagine the water has already dropped enough that what you've got on that creek right now is low water conditions.
Whether at the hatchery or in tidewater I've had my best luck with a fly rod and either a small egg pattern or a couple jensen eggs with a split shot.
