Actually walking all the way out to the mouth of the Sandy is something everyone should do. ONCE!!
It's a large hike, and the bank fishing sucks. It's hard to find a place where the sand is firm enough to allow you to get within casting distance of where the fish might be.
You're idea to fish low on the river is a good one, given that the river is so low. The access from Troutdale down is pretty good for about 1&1/2-2 miles. Between Troutdale and the Stark Street bridge, there are a few places where you can get to the river without trespassing. Just above the Stark Street Bridge, is Dabney Park with quite a bit of access. Above that, you pretty much have to go to Oxbow park to get bank access.
On the Clackamas, there is some access at Clackamette Park and just above the 99E bridge, Then again at High Rocks, Then at Riverside park and above that at Carver.
I'd toss spinners, try #2 or #3 in black with a brass back or all coppper. But just about any low-water technique is worth a try.
