I\'m just a LITTLE upset!!!
First off, let me give you a little background. I've lived in Washington for the past year, but moved back to Beaverton in December of this past year. So that brings me to my point!
Went into GI Joes tonight to get my 2004 fishing license. They say, can I see your driver's license please? I reply back that they sure can, but i'll have to update them on my new Oregon address, because I haven't got them changed over from my Washington license yet. They say...well, you have to have proof that you live in the state. I thought, no problem, not a big deal...I'll just run home and get proof! Then, they tell me to make sure it's proof that i've lived here for 6 months! WHAT! 6 months...I've only lived here for 2. My answer from them was, "Oh, then you'll have to buy a non-resident license." WHAT...so that means i'm a resident of the state of Oregon, but I have to buy a non-resident fishing license to fish in the same state that I live in beacuse I haven't lived here for 6 months???? THAT CHAPS ME JUST A LITTLE  What a crock! So instead of $46.25 for my license and tag, I paid $83.00 !!!! $83.00 to fish in the same state that I live in beause I haven't lived here for the "required time."
Who makes up these rules? I'd like to speak with them about this. [img]graemlins/icon_argue.gif[/img] I think it's a darn shame that a person like myself who's only been in the state for a short time gets RIPPED OFF because they like to enjoy themselves out on the water.
I buy a non resident IL hunting license every year that I go back to see my family. If I should ever move back to the state, I could go in THAT DAY and get my resident license without a question asked!!!
Sorry, I just had to vent!!!!

Same sorta crapola in Idaho. It sucks!  As far as I'm concerned, if you can show legal proof of residence they shouldn't penalize you with time restrictions. I'm sure they thought that they had good reason for setting such standards, but I just don't think that it is fair to the new residents....bad karma. :tongue:

Welcome to the club. I moved here last fall. Had to get an out of state hunting license. Was authorized to vote recently in local election. New year comes around and I'm still not a resident even with a drivers license. So I get the out of state fishing license for 83+ bucks and I'll hold off on the hunting license until when I can legally purchase as a resident to avoid the unnecessary expense. It's hard to swallow but that's the law.....

A lot of things about this state don't make sense but I won't get started about measure 30 because this is not the right place...
You got your liscense and if you want to go tag that 1st Sturgeon on Saturday let me know (I know Troy (Spooled) won't mind)...I have 4 in the boat but a 5th won't hurt and we can put out one hell of a scent trail and show all these "Oregoneans" how good ole southern folk & mid-western folk can fling a craven on that precious "Oregonean" resource... If I paid $83 for a fishing liscence...I sure would want a piece of that resource...

Jokester, That is retarded ! I think it would be worth the wait and time to call ODFW and explain to them your situation and let them know you didn't move all of your stuff to Oregon just to get a deal on a fishing license. I can see why you are frustrated. That bites

OH, but they got my $42 for both cars through DEQ, and they got my licensing fees for both of my cars, but I can't get a resident fishing license cause I haven't been in the state for 6 months. How about not charging me the licensing fees till I decide if I want to stay here or not! :grin: There's a thought for ya!

It is my understanding that as per DMV you have 30 days to change your license from WA to OR upon taking up residence. If it has been more than 30 day you can be ticketed.
If States did not require 6 months residency it would be possible to purchase several “resident “ fishing licenses a year from multiple states. You have to declare a
“state of residence” and stick to it for the majority of one year. Just curious, are you filing an Oregon tax return? What are the plates on your car, WA or OR.
GI Joe’s did a great job and believe it or not they did you a favor. If they had given you a “resident license” the first time you got checked you would have received a ticket, you see our State Game guys ask for your Drivers license as well as your fishing license and if it is an out of state DL or a DL that was issued less the 5 months previously you do not meet residency status. $180.00 ticket.
They actually were not following ODFW guidelines that say once you show a DL from a state other than
Oregon we can not issue a resident license (that currently excludes persons under 18 years of age).

I had to go through the same steps when I moved up to WA from OR. The key is to get your drivers licence. You're dead in the water until you do that. Most licence agents don't recognize any other piece of ID when buying hunting and fishing tags. After getting your drivers licence they probably wouldn't have questioned how long you had lived there. Sorry about what happened !

One small thing I do not understand is that I was given the option to purchase a resident fishing license by the issuing license agent even though I did not meet the criteria. I could not believe it. I do not know what data is entered into this computerized license thingy but if my drivers license issue date is entered then there should be no chance of getting the option for buying an illegal license. If the issue date does not meet the minimum 6 month period, then the agent should be flagged that a non resident license must be bought.

Why would they ask for a drivers license if your fishing?  Also, what if you are resident and are riding with someone. Why would you have to show your drivers license if you were fishing?  What if you cannot have a drivers license, for "whatever reason", but you have a fishing license, and you are residing in Oregon, will you still get a ticket?  Does not seem very clear, with your analogy. :depressed:

In my simple opinion, when one steps back and looks at the overall expenditures associated with our sport, the license is only a small part. When you pro-rate the license expense per trip, it's not that much (for most). I do worry about low income families who want to enjoy an outdoor experience for the whole family, but find the cost of gas, food, tackle/bait, and license beyond their reach. But as general revenues shrink from the state budget, we are going to see more and more user specific increases designed to offset expenses. I own a modest home on the Oregon coast and pay property taxes, utility taxes, municipal taxes, etc. but still have to pay non-resident license fees because my primary residence is in Washington. I'm okay with that and am setting money aside for my 2004 non resident Oregon license and all the tags and new requirements. It's an overall bargain in my books.

They do not ask for your fishing License when you are sitting in your car, they ask when you are on the river. They do not care how you drove there, they just want to see pictured ID to make sure that you are you( they can ask for a DL but under Oregon law you are not required to provide it unless the officer believes an infraction has taken place)
If you are standing at your car holding up your catch of the day and your car has California plates you can bet the officer is going to ask to see your DL if you have a resident fishing License.
Everyone should read carefully the bottom of their resident license where they signed. It is written to ensure that the licensee takes full responsibility for their actions and not the P.O.S. Clerk who issues the license…

I wish it was differnt because I own 2 homes one in Oregon and one in Washington. It would be great to fish and hunt in both states for resident fees. But I have to use my home that I live in for 6 months. Life sucks some times, or I would by a very cheep piece of property in about 8 states to fish and hunt in for resident fees.

Other states having longer "waiting" periods. Wyoming for instance requires 1 year to establish primary residence. And a lot larger spread in the cost. So it could be worse.............

When I moved here 6 years ago from Indiana, I had been here for four months. Same deal. I had all of the paperwork. From bank account to electric bills. No dice. 48 bucks for a fishing license... I had to catch alot of trout to make up for that...

sounds like people who recently move from washington to oregon or vice versa are in fishing purgatory. can't get a resident OR license or a resident WA licens.  the extra money is worth it.

Sounds like a good law to me, not sure why your complaining
I can see people from other states showing up, renting a motel room, and saying "here I am", I am a resident sell me the cheap license and when they are done hunting/fishing they move on to hunt/fish the next state for the cheap fee. I guess a person could be a resident where ever they are
Also sounds like you need to get your license switched over to Oregon since you are illegal on that.

I agree, Roy, and none of this is new stuff. The law has not changed in as long as I can remember. The exception, I believe, is that servicemen remain residents of their home state for the duration of their enlistment, which is also right in my opinion.

When I was stationed in California, military personnel were not required to buy a license. That was an awesome perk! I believe the laws have changed now.........too bad. I think they deserve the free license.

When I first got my license, a couple years after moving here from Texas, I still had my TX drivers license. In TX, you can get the partial year resident thing and it is a discounted price. So...the idea light bulb popped on when the guy at GI Joes asked if I was full year or partial year... [img]graemlins/idea.gif[/img] Hey, I'll tell him partial year/non resident whatever, show him my TX license as "proof", and I'll get me a deal on my fishing license. Its fool proof!!!
Well...as you can imagine, I paid roughly 2x the real cost. D'oh!! [img]graemlins/dork.gif[/img]

I don't think a few extra bucks is to much to pay if you dont meet the requirements of a citizen of the state.
from what I understand you can buy a day licence and no questions are asked. I have even heard that you can buy more then one in a day if you go to a different place to purchase them. I heard rumors of out of staters at winchester bay going out and tagging out 2 or 3 times in a day last summer. I dont know if that is true I just heard some grumbles about it from old times that vacationed there last summer.
I am not going to be popular with this statement but I think non residents get off cheap and should pay a lot more to fish and hunt here same for me if I went to another state to fish or hunt.
I look at it this way if I was going to hunt colorado or new mexico I would be there strictly for a trophy so why shouldnt I pay a heck of a lot more then a resident that lives there. I would only be fishing or hunting another state because they had something to offer I couldnt get in oregon.
as a side note I think the shellfish licence was also a wise move but the state. there are a lot of vacationers from out of state that spend the whole summer here crabbing and clamming and they never put a single tax dollar into this state.
if your not a resident and are going to take away from oregons valued resources then it should come at a premium.
as for being a resident but not long enough to get a resident licence, I am sure if you would have went to a fish and wild life head quarters they could have done something about it. I can sympathize with you for sure just be thankfull you will get resident statis before hunting season them out of state tags could add up real fast.

iF YOU DO ALL YOUR FISHING IN THE COLUMBIA, YOU SHOULD JUST USE YOUR WA. LICENSE. IT,S GOOD TILL MAY 1ST,WHEN YOU WOULD HAVE QUALIFIED FOR A RESIDENT LICENSE IN OREGON.

Yep, move your trailer across the river and get a new license as a local  ....should have to take off your wheels!
As for having to have a DL... you must have proper ID, and if you don't qualify or don't have a DL you get an ID card from the DMV that looks like a DL but is not.

Considering that you are paying income taxes from day one, it seems a little unjust to not be a resident in every respect.
Another issue along the same line however, is that if you move to Oregon to live you do have to wait a year to become a resident for College entrance and tuition purposes...but I think that is similar in every state.

Couldn't you have just gone to the DMV and gotten your new Oregon Drivers Liscence and then shown that to the folks at GI Joes?
Probably no consolation, but the man always has a way of sticking it to you!! You will get more then your moneys worth!!!

My 15 year old son lives in Wa with his mom, I need to refresh my memory on the regs, but I had to pay non res fee for him to get his hunting/waterfowl validation, and fishing tag, even though they were free under the certain age limit.
This year he wants to participate in the fist time youth hunt for elk. We all know what a non res elk tag costs.I wonder if staying the weekends and summer vacation with me would qualify for the 6 mo. residency? Probly not.Taxngougeme more.
