Default Another smelt question

Di I need a Washington liscense to dip on the cowlitz if I reside in Oregon? I live a lot closer to the Cow than the Sandy

Last year it was 10 lbs or 1/3 of a 5 gallon bucket in WA. I haven't checked the new regs, but I'd like to get confirmation on this from at least one other person.
