One other point that was interesting was the new rule allowing you to have prrof of sex either by keeping the head or genitals.

"Two permanent rule changes were made that will take effect this fall. One was to address some confusion expressed by Oregon hunters about last year's change in the 'evidence
of sex' rules. Rules adopted today now provide hunters the option of following either the old rules requiring the scalp with the eyes and antlers attached, or new rules, described in
the 2003 Oregon Big Game Regulations, where either the head or reproductive organs must remain attached."

Thanks Lured In. Thats informative stuff. Sure is sad to see our hunter #'s declining. Just shows we need to to a better job of introducing young people to our sport.

Default ODFW Staff Big Game Recommendations

http://www.dfw.state.or.us/ODFWhtml/...%20Summary.PDF

This is a link to the ODFW staff recommendations for 2003 and 2004 Big Game season and tag allocation. Apparently these were presented to the OR Fish and Wildlife Commission on June 6.

There is some interesting and useful information in here including harvest success (by unit is some cases) and harvest trends.

One of the most disappointing things is the decline in hunter participation. It is falling upwards of 10% per year. :depressed: (of course tag allocation is also falling).

FYI there are several blank pages in between the sections.

This is the ruling for proof of sex the ODF requires. I'm not sure who would leave the head on at least one quarter of an animal

"For Bucks and Bulls: Either the head with antlers naturally attached to at least one quarter
of the carcass or testicles, scrotum, or ***** naturally attached to one quarter of the carcass
or to another major portion of meat. For hunts with antler restrictions, if the head is not
attached to the carcass, in addition to leaving the testicles, scrotum, or ***** naturally
attached to one quarter of the carcass or to another major portion of meat, the head or skull
plate with both antlers naturally attached shall accompany the carcass or major portions of
meat while in the field, forest, or in transit on any of the highways or premises open to the
public in Oregon, except processed or cut and wrapped meat".
