It is 100% legal to "bait" deer in Oregon.
I know a guy, originally from the US southeast, who hunts from a 16' tall tripod stand near his electronic deer feeder that he maintains year-round. He thinks it is a very sporting way to hunt.
I have some experience with making minerals available to deer...for antler and body growth...with some good results, i think. I had a local animal feed supplier make up 1000 pounds of a powdered mix containing about 30% salt...the rest consisted of various vitamins, minerals, etc...lots of calcium, phosphorus, etc. plus all trace elements deer need. The results were spectacular at Siltcoos Lake. I had control of a 2,000 acre homestead our company bought and the old homesteader's cabin had 40 or 50 old deer racks nailed up to the wall in front. They were all typical coastal blacktail racks...small, deformed, nothing larger than a 3-pt. I started putting out my deer horn mix in 3 places on that tract in February...and by August the loggers who drive thru it began reporting "huge Mule deer" with big 4 pt racks. I saw a couple of these deer from a distance...yup, they looked like mulies...but they weren't. Unfortunately, 2000 acres wasn't big enough and these bucks were all shot on neighboring land or by the same loggers who couldn't resist shooting as they passed thru our land...
Then I took a 5 pound bag of the stuff over to the Ochoco NF one year. Spread it on the ground around an old stump and on the stump itself. Wadded up the bag and shoved it into a crack on another stump. The next year I found the first stump and 1" of topsoil around it "gone" and the stump where the empty bag went was half gone. The deer really liked that mix.
