Snake River near Pullman

I'm Heading to WSU in the fall and am in need of some advice. I have been pouring over maps and it looks like the Snake river would be the best bet for ducks. My question is who owns the land along the river? Can you just park by the river and hunt or do you have to have a boat? For that matter I've heard the breaks are good for pheasnt and chuckars. Is this public land? It doesn't look like BLM land from what I can tell. I'm not looking for secret spots just wondering about access near the river. Thanks in advance, Scott
