I've seen folks sucking shrimp in the flats under the bridge in Waldport. I'm betting the flats on the south side near the Oregon Coast Aquarium would be good too, although I haven't tried it. Drive to the end of the road, or nearly. The parking lot for access to the flats is to your right ...the marina is only about halfway down the road, so keep going.

Suck the shrimp from the sand at low tide at the port down on bay street. You can also pick up some clams in there aswell softshell. Then head to the north jetty and cut soem muscles from the rocks. Start working your way north until you are at or just pass Driftwood Shores and work your way back. Watch the surf and you will see troughs and such. We used to do really well that way when we lived down there. We also did well driving nrth on 101 and casting in the pull outs that had rocky areas. The light house has a great little beach that used to be great there was also a little side trail on the walk up to the light house that we would fish and get more greenling than perch if you are interested in that aswell.
Remember to have fun. Also the clams and muscles you don't use for bait work good for dinner too.
