Default Freezer problem.....help?

I have a freezer I bought from Costco about 3 years ago and it has issues. It's an "extra" freezer that I only use when my big freezer is full, well I need it to put shad in to freezer for the fall when crabbing gets good. The problem is I turned it on yesterday and it is not getting cold. It was working about 6 months ago when I emptied it and turned it off. Nothing has changed with it's location or plug in, just turned it off. When I turn it on I can hear it make noise so I know it's getting power and I can hear fluid moving in the pipes so I think the compressor is working but the darn thing does not get cold, not even a little.
Anyone have any idea what's going on or what to do?????

It may just need refridgerant recharging. I keep my extra freezer running even when the only thing in it are milk jugs of water to fill the space and maintain the temp. I had turned mine off for a longer period, about 8 months and had to have it recharged to get it going again. Repair guy recommended the milk jugs, an empty freezer work too hard to stay cold.
