Skein...the HIP validation does not cost money so if that is where you were going, that is not the case. If you were refferring to the citation $$, I doubt that ODFW would be that clever.
Anyway, here is an intersting thought. This was my first year buying a non-resident OR license. (I was a resident for the previous 5 years). Did you know that for non res hunters you on get a "bird" validation? You do not have to buy both an upland and a migratory state stamp. One price both tags and all the HIP info to boot. I did not even get the usual HIP questionaire. I got it for everything automatically.
This somewhat reminds me of the Salmon, Steelhead and Halibut tag for fishing. A couple years ago they put they put them all on one tag instead of having a separate tag for halibut. I know some folks (especially) those inlanders were none too happy about this. There reasoning was, "why should I pay for a hali tag if I am not going to ever fish for one?"
I am not arguing the logic, but for simplicity's sake, perhaps having a single stamp for both upland and migratory, along with every HIP validation imaginable would be better?
BTW speaking of tags etc...
I am thinking of inventing a new license wallet. One that I can carry my big game tags in, fee pheasant tag, spring turkey, fall turkey, salmon/steelhead/halibut tag, my permit application reciepts for Sauvie and the big game hunts, my Sauvie reservation permits and my NW Goose Permit :shocked:

Does anyone else have personal license management issues like me? I am constantly afraid I am going to drop something out of there when I have to shuffle through 10 different pieces of paper in my license holder. [img]graemlins/1zhelp.gif[/img]
Maybe something like the picture holders in wallets?
