I think most of the Dams are needed on the river. You have to keep in mind the Columbia River has one of the steepest slopes for any navigable river in the USA. Without the Dams on the river billions of dollars would be lost in transportation of goods, we turned Lewiston, ID. into a inland port for goodness sakes. All the Dams built by the US Army Corps and BLM do serve a purpose, be it flood control, navigation, or power. In fact John Day Dam is one of the greatest producers of hydropower in the country, along with Grand Coulee.
Back to Bonneville, power house number one along with the spillway structure were built in the 1930s, it was one the first Dams to be built on the Columbia River basin project. Its purpose was to harness the power the river could give as well as to prevent flooding and navigation. It's owned by the Army Corps of Engineers and was built by the corp as well. In the 1980's the second power house on the Washington side was constructed.
