I reloaded ammo commercially, and people would give us old trash ammo like that just about every month. We salvaged the bullets, if we had enough for a box or so, if not we would melt down the lead for fishing weight use. (Some bullets were easily identifiable, and a scale took care of the weight question.)
The powder we would set on fire using a trough (2 inch angle iron) and a 6 inch piece of cannon fuse, but you can also foul the powder using kitchen oil. Water won't work, it will just dry out. Do this only in an open area outside, well away from grass or anything flamable, and never in front of the kids. We set our trough in the middle of a large concrete pad.
If the brass was valuable because it was hard to find, or there was a lot of it, we might attempt to save it by popping the primers in a firearm, then decapping the spent primer. NEVER EVER DECAP LIVE PRIMERS, if you like your eyesight. The primer residue can built up and the slightest thing can set it off because it is a volatile high explosive. If we had only a few rounds, then we would just spray WD40 in the round to foul the primer, and toss it in the trash.
If you don't have a bullet puller, find a buddy who reloads, and maybe he or she has one. They are usually about $15. Otherwise, call your local law enforcement department or shooting range and ask them for suggestions.
