Default .410 steel shot?

Has anyone ever seen steel shot, or know where to get some for a .410?

No, I have never seen .410 steel loads. The .410 loaded with lead is a marginal gun for gamebirds suitable for quail and the like in the hands of an expert. With steel, it would be appropriate for rodents at extremely close range.

If converted to "gauge" from caliber, .410 would be called a 64 gauge, I believe.

For anything with feathers requiring steel shot and for any novice or small statured person, the 20 gauge is a far better choice.

Just my opinion.

Once hunted bobwhite in Georgia with a guy who used double-barreled .410s sawed back to 18 1/4"; one on each hip. He shot them like long barreled pistols. The man was walkin' death.

In Washington the minimum gauge for pheasants and Ducks is 20 gauge, but I'm not sure about the bunnies.
