Newport surf perch

I've never fished for them before, but i'm heading to newport tomorrow and was wondering if anyone had a suggestion on where to go. I was thinking the northjetty, but does anyone know about agate beach or the tide pools up by the lighthouse? (i can't remember the name of the area, but you had to pay to enter...).
