Willamette Park on Mcadam Ave which is just north of the sellwood bridge is a good one. And you can launch several boats at a time here. Good area for springers. You can even run down and take your Dad to lunch at Newport bay a few minutes downstream.

Freds is there, cathedral park under the st.johns bridge, there are a couple on Sauvies Island too. Cathedral park is your best bet. Good Luck
