Default Lacamas Lake Water Level - who controls?

After the onslaught of rain in the last few weeks it seems they left the outlet of this lake open to accomodate for the rise in water level just a bit too long as the lake is about 2' shallow of it's regular level.

Who's responsible for maintaining the level of this lake? An area of the lake that is touted as a bass fishing area is nothing more than a mud flat at the moment. :depressed:

I was noticing on my way to work that it looked a little low too. I thought it seemed kind of strange for this time of the year.
