I'm I reading the oregon fishing regulation book correctly, Springer Chinook fishing above I-5 on the Columbia is closed?

[The Overfishin Condition]

Springer fishing between I5 and Rooster Rock is scheduled to open on the 16th of March, as does springer fishing from Rooster Rock to Bonneville Dam. The regs decided on yesterday state that the later (Rooster Rock to Bonneville) will be open three days a week (Sunday, Monday, Tuesday) with a one fish limit. There ya have it, TOC.
