Governor Kulongoski to Appoint Joan Dukes to the Northwest Power and Conservation Council
(Salem, Ore.) - Today Governor Kulongoski announced that he will appoint State Senator Joan Dukes to serve on the Northwest Power and Conservation Council. Upon Senate confirmation, Dukes will fill the seat on the Council currently held by Gene Derfler, whose term expires January 15, 2005.
Dukes was elected to the State Senate in 1986 and has served four full terms representing Clatsop, Tillamook and Columbia Counties, and portions of Washington and Multnomah Counties. She most recently won re-election to her fifth term in 2002. Prior to her election to the Oregon Senate, she served as Clatsop County Commissioner from 1983 to 1987. She also served as the Elections Supervisor for Clatsop County from 1981 to 1983.
"Senator Dukes has been a distinguished leader in Oregon's legislature for nearly twenty years, but her service to Oregon is far from over," said Governor Kulongoski. "I am confident that her experience in the Senate has prepared her to strengthen Oregon's partnership with our neighboring states on critical natural resource issues so we can work together - not compete - on growing the region's economy while also protecting the environment."
Throughout her career, Dukes has served on a variety of boards, commissions and task forces, working on fisheries and transportation issues at the local, county, and state levels. She most recently served as Chair of the Pacific Fisheries Legislative Task Force, which brings Western legislators together to work on regional fish issues.
A native of Tacoma, Washington, Dukes graduated from Evergreen State College with a Bachelor of Arts degree. She currently resides in Svensen, Oregon.
The Northwest Power and Conservation Council was created by Congress to give the citizens of Idaho, Montana, Oregon and Washington stronger participation in the future of key resources common to all four states, including critical decisions that balance the multiple purposes of the Columbia River and its tributaries. The Council is funded by wholesale power revenues from the Bonneville Power Administration, the federal agency that markets the electricity generated at federal dams on the Columbia River.
