I live in the Newport area and check the boating/fishing/crabbing activities daily and there hasn't been enough boating lately to add much here. The weather perhaps and all could still be part of that. Normally you would be early jigging herring this time of year. occaisonaly as early as mid February in the 11 years I've jigged 'em here locally. The spawn run aren't really that good of bait anyway. Ok for bottomfish or 'butts if you take good care of them when you catch 'em and pack 'em. Good luck. I think I would wait, if u were to be crabbing try it, but to come for herring I would give it a bit of time.
