Default Umpqua River
If the rulebook states that angling for COHO is closed on BAR and River, but latter states that Chinook are legal Year Round, why do the ODFW tell people the Bar is closed for mooching? I just dont understand, maybe they don't read the synopsis, or I read it wrong.
