Default wheres all the hatchery fish?

I have fished the upper willamette in the eugene area the last 2 evenings and all I can get is nates I have heard a rumor that they are actually unclipped hatchery fish supposedly when they have an over abundance of smolts in the hatchery they release them in the creeks that feed the the resiviours that have no fish latters so they can have a fishery in them I heard they do it in look out point and the big lakes up both santiams they claim to know that some of the smolts are making it thru the turbines on the dams if this is the case then why arent they marked it would seem to me that it would be detrimental to the actual wild fish population has anyone else heard anything about this ?
