SHELL FISH LICENSE
If you believe we need a $5.00 Sheel Fish License:
Please email Senator Frank Shields, chair of the Ag and Nat. Resources Committee. Do this now. We have a meeting in Salem on Tues. and he needs to hear.
Shields.Sen@state.or.us
I am serving on a special committee on this subject. Jetty Fishery in Tillamook is saying we do not need this. Most folks think we do. Shields needs to hear this.

Will the $5 fee be used to enhance shellfish in Oregon like it is in Washington? I would be more than happy to pay for a license that supports shellfish enhancments. After reading a number of "license fee threads" it seem that a lot of the fees are used for other causes.

on August 19, 2002 regarding clamming and shellfish licenceing. The poll was moved and I can't find it, but if I remember correctly it had
alot of responses as well.
Maybe it would be beneficial.

Well maybe it would be a good idea?
I would prefer something strange like non residents be exempt though.
To an anual user (resident) $5.00 is nothing. But on the other hand, for a tourist to have to pay anything, it might wreak havock on the coastal businesses?
They might not consider renting a crab/clam gear or boat from the local sport shops if they have to buy an additional one day license or permit?
Does that include a license required for crabbing? Or is it just for clams?
I would reccomend out of stater's being exempt and that is an unbiased opinion from me (I am relocating to Longview).
I have pushed for a seasonal razor clam season down where I am at (open all year), and I am afraid that this is part of the problem of the "lack" of thorough management on behalf of the razor's (lack of funds), but am probably wrong.
Otherwise, I feel it is miss managed. Last year it was great throughout the entire year and I introduced a lot of folks to this very special pastime. But a lot of us felt it should be closed part of the year to preserve good razor clamming for the next year and the next...

Dan --- I guess that I will suggest just the opposite. I am an out-of-stater and I come down to Seaside for clamming. There are literally thousands of non-residents out there every tide taking Oregon clams. Oregon ought to be getting something out of us to support the resource. We sure appreciate getting away from the sales taxes, and we probably should be carrying some of the burden when in your state.
Besides, as it stands now many of the clammers don't even know the limit or the rules about breakage. If they had to purchase a license at least they might read the rules, either at the store or on the license.

I am with Thumper on this one.
We can't get our citizens to agree to tax the tourists with a sales tax, why should we not expect them to pay to manage the resource that is part of what draws them here?
I would like to see kids pay little or nothing but adults should be able to help pay for the management of the resource.

FYI,
There are two proposed bills in the senate right now. One would require a $5 resident fee and $15 for non-resident. The money would be dedicated to shellfish management for ODFW as well as toxin/water quality testing for Department of Agriculture and enforcement for OSP. The species that would require a license are clams, crabs, abalone, and other invertebrates listed in the ODFW regulations. The second bill would require just an angling license and the monies generated are not dedicated for shellfish, just general fund money.
Just for everyones info, Oregon is the only coastal state in the U.S.A. that does not require a license or fee to harvest recreational shellfish. The average fee for a resident license is $26 and for a non-resident it's $67. Oregon's recreational shellfisheries generated between 17-34 million to the economy last year. In comparison, the recreational ocean salmon fisheries generated 8 million dollars.
Most states with significantly smaller coast lines have between 4-30 staff biologists working on shellfish. Washington has upwards of 50 biologist for shellfish. ODFW, prior to budget cuts from measure 5, had between 4-8 biologists. Oregon currently, has 1/2 of a biologist. Any dedicated monies would certainly boost staffing and programs in ODFW, ODA, and OSP all which are all losing funding for current programs.

I suggested using most of the fee for resource enhancement and enforcement since that would increase the revenue from the fee.

I am writing to show my support of a clam and shellfish license for Oregon. It is a resource that is widely used, but vastly under-researched and under-enforced. A yearly fee of $5 for residents, and a daily $5 / yearly $15 fee for non-residents seems appropriate to me....as long as all proceeds go directly to research and enforcement of this resource.

what ever the price for shellfish I think they should have the in and out of state the same price.... I know I went clamming last week for about the 2nd time in the last 3 yrs.. I think probably (don't quote me.. ) more out of staters do it then state peoples..

This has been hashed and rehashed on the August 18th thread as well as other times on this board. I paid twice to Washington to clam last year because I was stupid enough to lose my Wash. licence and then they couldn't find me in their computer. We need money dropped into enforcement of clamming regulations which have been blatently ignored
and which I have personally observed time and time again..

I hope you will print out that thread and refer to it. It represents a lot of board members.

None of the bays or estuaries are closed at this time. Harvest could have been of bay clams.
