The fish don't go away in high water, they just go to similar water flow as when it's lower. The edges are a great place to find them in high water, as they will stay out of the high current areas.

SKP,,, great tip... I read an article by Buzz...oh about 20+ years ago on just that topic. Even when it is high and muddy the fish are there, find areas near the edge where the water is slightly more clear and don't fish right on the bottom. The fish will suspend to get up from the silt.

Remembering this I nailed my first steelie fishing right in front of my feet. It was pouring that day and all of T county was in a flood stage. 80+ MPH gusts. I should have been at home that day. I was a teenager heck bent on fishing.

Yep, think about this next time you want to fish big water like the Willamette or main stem Santiam, or even the Columbia; or fishing in high water conditions. The steelhead in particular are right on the edge in 2-6 feet of water depth. The raging fast water will have the steelhead in particular take the edge as a travel lane.
