Gillnets viable?

Just retuned from the W.D.W. Commission meeting. I was the only one there to give public testimony for recreational anglers of springers. I hope most of the comments were mailed. Anyway, the thing that bothers me is what one of the commissioners said. That they were mandated by law to provide a comercial fishery as long as it was viable. The staff report had no commercial impact information on the E.S.A mix of stocks(salmon and steelhead.) Does Oregon give out that information?
