What you are describing is called a "buoyant apperatus" or a "jim buoy". There should be a lot of used ones available soon since they will no longer be allowed for use on commercial fishing vessels starting in 2012 (I believe that is the right date).
I just wrote a long post trying to dissuade you from buying one, but I deleted it because it sounded condescending. I will simply say that the CG has disallowed them for a reason. I would strongly recommend an IBA (Inflatable Buoyant Apperatus) or a full-blown life raft instead.
Aargh, I tried to leave this alone, but I can't imagine many scenarios in which a raft that needs to be pumped up by hand would work in an emergency. Anyway, I apologize for hijacking your thread. Good on you for wanting to keep your daughter safe. Good luck with your decision.
If you really want a jim-buoy, I would bet that a WTB ad on the Oregon Coast Craigslist wout get some response.
