if i'm not mistaken... soft plastic is considered live bait in oregon. i learned that on the river when a friend of mine was fishing with jensen eggs in a no live bait area and the trooper let us know that it is not kosher and gave us a warning.

look on page 6 of this link under "bait"

If you use anything other than a atificial fly or lure it is considered bait. Use of scent is not bait.

Cagey, in Washington at least, you cannot use scent in selective gear rules areas (no bait). Plastic baits are in a grey area, according to the officer I talked to. He told me that he would write a person up for using plastic worms when the bait rules were on.

I believe imitation bait is still considered bait....

If I'm not mistaken, the regs in OR actually call out plastic worms and eggs as illegal in no bait areas. Bummer cause the Pinky on the Deschutes would be fun.

Silver Hilton, don't know about Washington. Just know what the regs say for Oregon.
Fishing and Hunting regs are just like MV laws. Different in every state. Rock Bottom is from Newberg so i asume he was interested in Oregon regs.

Intresting, it clearly is unlawful to use rubber worms in oregon in no bait area. I emailed WDFW and just recieved a reply. You can use rubber artificials but can not use any scents. So no scented nor salted rubber worms in Wa but no rubber worms but scent is ok in Or!
